RDA Strategic Plan 2022–2026

The RDA Strategic Plan 2022–2026 sets the course for road development in Zambia over a five-year period, aligned with the Eighth National Development Plan (8NDP).

The plan is anchored on five strategic pillars that guide the Agency's programmes, resource allocation and performance measurement. It reflects RDA's commitment to delivering a sustainable, fit-for-purpose road network that connects communities and drives economic growth.

Road Network Development

Expand the paved road network and improve connectivity across all ten provinces, prioritising high-traffic corridors, rural access roads and border crossings.

  • Rehabilitate 2,500 km of trunk and main roads
  • Upgrade 1,200 km of unpaved roads to paved standard
  • Construct 15 new bridges on critical crossing points

Road Maintenance Excellence

Implement systematic, risk-based maintenance programmes that preserve road assets and deliver value for money to the Road Fund.

  • 100% of the national road network assessed annually
  • Reduce the backlog of roads in poor condition by 30%
  • Deploy performance-based maintenance contracts on trunk roads

Road Safety

Integrate road safety engineering in all RDA projects and contribute to reducing road traffic fatalities on national roads.

  • Conduct road safety audits on all new projects
  • Install safety interventions on 500 high-risk km
  • Partner with RTSA on 10 road safety campaigns per year

Environmental Sustainability

Ensure all road development activities meet environmental management requirements and build resilience to climate change impacts.

  • 100% of projects with ESIAs before works commence
  • Implement climate-resilient design on 100% of new roads
  • Achieve zero major environmental compliance violations

Institutional Strengthening

Build a high-performing, transparent and accountable organisation capable of delivering on the national road development agenda.
